Tony Gale said Arsenal paid the price for stalling over their transfer business this season.

Germany international defender Shkodran Mustafi and Deportivo La Coruna striker Lucas Perez joined a day before the deadline.

“I think Arsenal have played top dollar for those players and I think they paid the price for biding their time,” Gale said.

“All of a sudden there’s been such an uprising from the fans that they’ve gone ‘we are going to spend money’ and they have paid over the top. But they’re signings that they needed to make.
“I still think they should have done more, but the signings they’ve done, fine, but they’ll need to knit in very, very quickly.”

Premier League clubs can complete deals by 1am, thanks to the Deal Sheet. In order to get those Deadline Day deals done in time, clubs must do the following: 
The form must be submitted to Premier League 9pm – 11pm
It must be submitted by the clubs involved and signed by the player
Infomation required includes total fee, add-ons and player signature confirming they have agreed personal terms
If Premier League receive Deal Sheet by 11pm, clubs have until 1am to legally complete (midnight for international deals).

But I’m hearing they then couldn’t get hold of the player for a couple of hours – and that he didn’t pick up Ronald Koeman’s call. 
“The medical room was set up, the contracts were drawn up. Then, they heard from Sissoko’s representatives that he didn’t want to join them. Major disappointment for Everton – but there’s also the feeling they might have had a lucky escape”
